Information for Owners & Agents
Commerce Court is managed under strata title. A functional and informed Council of Owners and a competent strata manager are essential for:
- Building maintenance and compliance
- Fair allocation of shared costs
- Safe and professional conditions for tenants and their clients
If you are an owner or agent, you should ensure you have access to:
- Current Strata Plan and By-Laws
- Annual General Meeting (AGM) minutes and budgets
- Details of the appointed strata management company
- Any building-specific house rules or policies for tenants
Prospective owners and tenants are strongly encouraged to review recent AGM minutes and discuss the building’s condition and management with existing occupants before making decisions.
Building History & Background
Commerce Court Offices were established by the Armadale & Districts Chamber of Commerce in the 1980s as a local business hub.
Over time, the complex has experienced:
- Periods of under-investment and inconsistent management
- Challenges around maintenance, overcrowding, and tenant mix
- Limited clarity about responsibilities between owners, strata, and local authorities
A commemorative brass plaque and other signage once acknowledged the Chamber’s role in establishing the complex. These were removed around January 2020 and have not been formally explained in strata records.
Recent improvements
Since the appointment of a new strata manager, Total Strata Management, conditions have significantly improved, including:
- Repainting and updating of external signage
- Internal directional signage
- More defined tenant selection and occupancy criteria
The extended historical account of issues, correspondence, and lessons learned has been retained as a separate background document for transparency and future reference.

Transparency & Business Community Request
Local businesses rely on accurate information about:
- Who is responsible for building maintenance and compliance
- Which laws apply (e.g. Commercial Tenancies Act, Strata Titles Act)
- How to resolve issues efficiently and fairly
Over many years, tenants and owners have spent significant time simply trying to understand who is responsible for what.
Our request to government and local authorities is straightforward:
Provide clear, transparent and coordinated information about responsibilities for commercial premises, so local businesses can focus on serving the community rather than chasing answers.
